ANN STREET YOUTH & COMMUNITY CENTRE
As part of a wider regeneration strategy for the northeast edge of St. Helier, the Ann Street development transforms a derelict brownfield site into a vibrant community asset. The masterplan, currently under construction for Andium Homes, will deliver 450 affordable homes, reintroduce public pedestrian and cycle routes, and breathe new life into several historic Listed Buildings. Axis Mason is delivering the scheme in collaboration with Dandara Jersey Ltd.
At the heart of the scheme is the new Ann Street Youth & Community Centre – designed to support Jersey Youth Services and Youth Enquiry Service to meet the growing needs of local families. The centre offers a wide range of facilities including a multifunctional sports hall, music and performing arts studios, counselling rooms, and spaces for health, beauty, and food education. Flexible communal areas are paired with focused learning zones to support both recreational and developmental programmes.
A key aspect of the project is its sensitive approach to heritage. Several Grade 3 and Grade 4 Listed Buildings, vacant and deteriorating over the last two decades, are being carefully refurbished. The scheme retains and exhibits key historic features such as original brewing tanks and grading machinery, while reusing materials like the brewery’s copper tanks as part of a new façade design. These re-used elements will form part of the project’s Percentage for Art contribution, developed in collaboration with a local artist and children from the surrounding community.
Beyond its physical transformation, the centre delivers long-term community benefits – creating an inclusive hub that fosters youth engagement, social development, and healthy living. The masterplan also strengthens connections to the wider neighbourhood through enhanced landscaping, cycle and pedestrian access, and biodiversity improvements.
This project is about more than restoration; it’s about reimagining a historic site for modern needs. By blending heritage with innovation, the Ann Street Youth & Community Centre brings lasting value to young people and the wider community.
